Betting Division
This Department monitors the operations of the sole horseracing promoter in Jamaica of and fifteen bookmakers.
This monitoring involves the supervision of betting at the Caymanas Park race track in Jamaica, at the racing promoter's 73 off-track betting parlours, at over 110 racing pools outlets and at 533 bookmakers' betting offices. the racing promoter on local racing are conducted on a maximumof two (2) days per week and on simulcast races daily (except Sundays) from race tracks in the USA, mainly- Aqueduct, Belmont Park, Gulfstream, Philadelphia Park, Santa- Anita and Saratoga Park All active race tracks in the United Kingdom (U.K) are also covered.
Betting transactions by bookmakers are accepted on horse races cond- ucted at Caymanas Park and from racetracks in the U.S.A, many of which are mentioned above. In this Department, there are two Divisions which overlap and complement each other. These are the Inspectorate and Audit Division.
Inspectorate Divisions' Core Functions:
- Carry out surveys for the establishment of criteria in processing of applications for betting offices and off-track betting parlours;
- Make daily visits to betting locations island-wide to monitor licensees' daily operations;
- Record information on bets and based on their observations make reports to the Commission;
- Submit reports against licensees for breaches of the Regulations for . purposes of Tribunal hearings;
- Draft charges against licensees for breaches of the Regulations for the purpose of Tribunal hearings;
Audit Divisions' Core Functions:
- Audits the information submitted by licensees to ensure adherence to/ compliance with the Regulations and Conditions pertaining to their permits and licences and determine whether taxable revenues have been correctly reported;
- Assesses the financial statements of licensees to ensure the requirements regarding the financial viability have been attained;
- Verifies the taxes paid by licensees to the Commissioner of Inland Revenue;
- Compiles monthly and annual statistical reports on the performance of all licensees;
- Conducts special audits at bookmakers' betting office and the racing promoter's off-track locations;
- Collates trend data on sales and payouts of licensees;
- Verifies the accuracy of purse monies payable and paid to the promoter of horse racing in Jamaica; and
- Draft charges against licensees for breaches of the Regulations for the purpose of Tribunal hearings.
