The objectives of the Betting, Gaming & Lotteries Commission Staff
Outreach Foundation are:
 
 To solicit the co-operation and support of staff and to encourage
   among all the members participation and involvement in worthy
   social and community outreach programmes;
.
 To provide financial and other assistance to the vulnerable groups
   in society namely the young and the elderly by supporting approved
   programmes of assistance.
.
 The Foundation have the following powers to:      
.
    Establish and oversee the tasks groups which may be charged from time to time to assist in the
     development of plans of action to address community needs and to secure technical and financial
      resources to implement plans of action.
.
    Initiate and give support to policies and projects designed to improve the quality of life among children and
     the elderly in Jamaica.
.
    Establish, maintain and operate programmes aimed at the improvement in  health, nutrition, education and
      sanitation of individuals, families and institutions in Jamaica.
.
    Promote the social, cultural and educational development of communities in Jamaica.
.
    Subscribe to benevolent or charitable supporting groups and organizations having similar charitable objects
     as those of the Foundation.
.
    Raise money by way of subscription or otherwise for charitable purposes by soliciting donations in Jamaica
      and abroad.
.
    Sell such things that are incidental or conclusive to the attainment of any of the above charitable objects.
.
    Acquire by purchase, take on lease or otherwise land, buildings and other property real or personal, which
     the Foundation may from time to time think proper to acquire for the purposes of the Foundation and which
     may be lawfully held by it, to sell, exchange, mortgage, surrender or otherwise dispose of any such
     property not required by the Foundation for its own use.

    Provide social facilities and amenties of all kinds for use by members of the Foundation and others.
.
    Produce, print, publish any book, paper or periodical and to carry on any similar business which the members
      may have agreed to do.
.
    Invest the money of the Foundation, not immediately required for any of its objects, upon securities and in
      such manner as may from time to time be determined and to hold such stock or shares in trust for all the
      members.
.
    Borrow, raise and give security for money in connection with the acquistion of stocks or shares in any
      company and to keep and hold such stocks or shares, in trust, for the members of the Foundation in
      allotments approved by the Company.
.
    Pay the expenses of, and incidential to,  the formation and incorporation of the Foundation and to employ or
      remunerate any Officer, Secretary, Attorney-at- law, Accountant, Agent or Servant whom the Foundation
      may consider it necessary or expedient to employ for the purpose of carrying on its work and otherwise in
      connection with its objects.

    Renumerate any person, firm or company for services rendered or to be rendered to this Company.
.
    Pay all costs, charges and expenses incurred or sustained in or about the promotion and establishment of
      the Company, or which the Company shall consider to be in the nature of preliminary expenses including
      therein the cost of printing and stationery and expenses attendant upon the formation of agencies,
      sub-committees or branches.
.
    Borrow or raise and give security for money by the issue of or upon bonds, debentures, debenture stock,
      bills of exchange, promissory notes or other obligations or securities of the Foundation or by mortgage or
      charge upon all or part of the property of the Foundation; to insure or otherwise protect any asset of the
      Foundation against any risk, loss or liability to which the Foundation may be subject.

    Support and subscribe to any charitable or public body and any institution or society or club which may
      be for the benefit of the Foundation or its employees, or may be connected with emergency medical
      treatment particularly for children and old persons (such as special or intensive care or burn units of
      hospitals.)

    Give charitable aid to any person who may have served the Commission.
.
    Make payments towards insurance, and to form and contribute to provident and benefit funds for the
      benefit of any persons employed by the Foundation.
.
    Encourage the theatrical arts and the staging of plays and the production of files for cultural or other
      educational or entertainment purposes.

The income and property of the Company whensoever derived shall be applied, solely, towards the promotion of the Objects of the Company as set forth in the Memorandum of Association, and no portion thereof shall be paid or transferred, directly or indirectly, by way of dividends, bonus or otherwise howsoever by way of profit, to the members of the Company PROVIDED THAT nothing herein shall prevent the payment, in good faith, of reasonable or proper remuneration to any Officer or Servant of the Company, or to any member of the Company in return for any services actually rendered to the Company, but so that no member of the Board of Directors of the Company shall be appointed to any salaried office of the Company, or any office of the Company paid by fees, and that no remuneration of other benefit in money or money's worth shall be given by the Company to any member of such Board of Directors except repayment of out-of-pocket expenses.
